HP had apparently won the $102.8 million biometric solution deal back in September 2013. We recently reported HP won a $32 million deal with the Department of Homeland Security (DHS). We are not certain if HP lost the $32 million deal as well or only the $102.8 million deal.
According to the website nextgov.com, XTec, the company that had provided the service to DHS before HP won the bid, argued that DHS didn’t evaluate proposals “reasonably.”
On this occasion, DHS’s Office of Procurement Operations terminated the $102.8 million contract that had been awarded to HP and gave it to Xtec.
XTec has challenged HP on contract awards before, sometimes successfully, sometimes not.
